The wto enforces the rules through a multilateral dispute settlement system in cases of non-compliance with trade rules by member states. Members are required, through ratified agreements, to respect and abide by procedures and judgments. WTO agreements cover all member states and act as a common forum for members to discuss. Gatt still exists as the WTO Framework Agreement for Trade in Goods, updated following the Uruguay Round negotiations (a distinction is made between GATT 1994, the updated parts of GATT, and GATT 1947, the original agreement which remains at the heart of GATT 1994).  However, GATT 1994 is not the only legally binding agreement enshrined in the Marrakesh Final Act. a long list of about sixty agreements, annexes, decisions and agreements was adopted. The agreements are divided into six main parts: the system known as the multilateral trading system is centered on WTO agreements, negotiated and signed by a large majority of the world`s economies and ratified by their parliaments. The World Trade Organization or the WTO is the only international entity dealing with rules and regulations relating to international trade between different countries. These rules and obligations apply only to member countries of the World Trade Organization. The functioning of the WTO is based on agreements negotiated and signed between WTO member countries. It should be noted that WTO agreements must be ratified by the parliaments of the Member States. Another group of agreements that are not included in the graph is also important: the two plurilateral agreements that have not been signed by all members: civil aircraft and public procurement.
WTO – World Trade Organization, was created in 1995 as a hereditary organization of the GATT (General Agreement on Trade and Customs). Gatt was established in 1948 with 23 nations as a global (international) trade organization to serve all multilateral trade agreements by giving all nations a fair chance at international trade opportunities. The WTO has an obligation to establish a rules-based trade government, in which countries cannot impose undue restrictions on trade. These agreements are often referred to as WTO trade rules and the WTO is often described as rules-based, a rules-based system. But it`s important to remember that rules are actually agreements negotiated by governments. Studies show that the WTO has boosted trade and that trade barriers would be higher without the WTO.  The WTO has strongly influenced the text of trade agreements, as “almost all recent [preferential trade agreements (SPAs)] explicitly refer to the WTO, often dozens of times in several chapters. In many of these SAAs, we find that essential parts of the language of the treaty – sometimes most of a chapter – are literally copied from a WTO agreement.  UN Goal 10 for Sustainable Development also referred to WTO agreements as instruments for reducing inequalities.  Through these agreements, WTO members practice a non-discriminatory trading system that defines their rights and obligations. .
